It appears that your access to bing.com is currently dependent on where you are located. While the outage initially appeared to be global, there have since been reports that it has returned for many users in the US, but not many in Europe.

The site notes that one of the Bing servers is still running and I was able to confirm that www4.bing.com was working for me and the main URL was no.
